The Commission's concrete proposals are for €1.68 billion of additional EU funding in 2016 to address the refugee crisis. This includes the €780 million for relocation of 120,000 people agreed before the autumn and €750 million out of the €900 million announced in the second half of September.
For the other €150 million, at the beginning of next year the Commission will activate the Emergency Aid Reserve. At the same time, the Commission proposes that European farmers receive emergency support of an additional €700 million compared to the draft budget proposed in May. Of them, €500 million will go to finance a series of measures in response to the particularly difficult situation on a number of EU agricultural markets, notably the dairy sector.
The other €200 million will go to provide emergency support for fruit and vegetables and some dairy products following the extension of the Russian embargo on EU imports of EU agricultural products.
