The draft plans so far suggest a further greening of the CAP’s first pillar without any increased financing. Copa-Cogeca is concerned they threaten EU farmers economic viability and competitivity. The plans also suggest capping or putting an upper ceiling on direct payments received by bigger individual farmers, which again penalises competitivity. We welcome the idea to simplify cross-compliance rules and to maintain market management measures, although the details still need to be seen. The draft plans also lack concrete measures needed to strengthen EU farmers and cooperatives position in the food chain and ensure that they get a fairer share of the retail price.
